Agenda 21 is a “Core Publication” of the United Nations Division for Sustainable Development, a division of the UN Department of Economic and Social Affairs

The cover page of the published version of Agenda 21 reads as follows

Agenda 21 is a comprehensive plan of action to be taken globally, nationally and locally by organizations of the United Nations System, Governments, and Major Groups in every area in which human impacts on the environment.

Agenda 21, the Rio Declaration on Environment and Development, and the Statement of principles for the Sustainable Management of Forests were adopted by more than 178 Governments at the United Nations Conference on Environment and Development (UNCED) held in Rio de Janerio, Brazil, 3 to 14 June 1992.

The Commission on Sustainable Development (CSD) was created in December 1992 to ensure effective follow-up of UNCED, to monitor and report on implementation of the agreements at the local, national, regional and international levels. It was agreed that a five year review of Earth Summit progress would be made in 1997 by the United Nations General Assembly meeting in special session.

The full implementation of Agenda 21, the Programme for Further Implementation of Agenda 21 and the Commitments to the Rio principles, were strongly reaffirmed at the World Summit on Sustainable Development (WSSD) held in Johannesburg, South Africa from 26 August to 4 September 2002.

Agenda 21 is an action plan of the United Nations (UN) related to sustainable development and was an outcome of the United Nations Conference on Environment and Development (UNCED) held in Rio de Janeiro, Brazil, in 1992. It is a comprehensive blueprint of action to be taken globally, nationally and locally by organizations of the UN, governments, and major groups in every area in which humans directly affect the environment.

Development of Agenda 21

The full text of Agenda 21 was revealed at the United Nations Conference on Environment and Development (Earth Summit), held in Rio de Janeiro on June 13, 1992, where 178 governments voted to adopt the program. The final text was the result of drafting, consultation and negotiation, beginning in 1989 and culminating at the two-week conference. The number 21 refers to an agenda for the 21st century. It may also refer to the number on the UN’s agenda at this particular summit.


In 1997, the General Assembly of the UN held a special session to appraise five years of progress on the implementation of Agenda 21 (Rio +5). The Assembly recognized progress as ‘uneven’ and identified key trends including increasing globalization, widening inequalities in income and a continued deterioration of the global environment. A new General Assembly Resolution (S-19/2) promised further action.

The Johannesburg Summit

The Johannesburg Plan of Implementation, agreed at the World Summit on Sustainable Development (Earth Summit 2002) affirmed UN commitment to ‘full implementation’ of Agenda 21, alongside achievement of the Millennium Development Goals and other international agreements.


The Commission on Sustainable Development acts as a high level forum on sustainable development and has acted as preparatory committee for summits and sessions on the implementation of Agenda 21. The United Nations Division for Sustainable Development acts as the secretariat to the Commission and works ‘within the context of’ Agenda 21.

Implementation by member states remains essentially voluntary.

On June 09, 2011, United States’ President Barack H. Obama signed Presidential Executive Order #13575 – Establishment of the White House Rural Council, which provides federal funding for UN Agenda 21-style programs within the US.

Structure and contents

There are 40 chapters in the Agenda 21, divided into four main sections.

Section I: Social and Economic Dimensions which deals with combating poverty, changing consumption patterns, promoting health, change population and sustainable settlement

Section II: Conservation and Management of Resources for Development.  Includes atmospheric protection, combating deforestation, protecting fragile environments, conservation of biological diversity (biodiversity), and control of pollution.

Section III: Strengthening the Role of Major Groups.  Includes the roles of children and youth, women, NGOs, local authorities, business and workers.

Section IV: Means of Implementation.  Implementation includes science, technology transfer, education, international institutions and financial mechanisms.

Local Agenda 21

The implementation of Agenda 21 was intended to involve action at international, national, regional and local levels. Some national and state governments have legislated or advised that local authorities take steps to implement the plan locally, as recommended in Chapter 28 of the document. Such programmes are often known as ‘Local Agenda 21’ or ‘LA21’.

Agenda 21 for culture

During the first World Public Meeting on Culture, held in Porto Alegre in 2002, it came up the idea to draw up a document guidelines for local cultural policies, a document comparable to what the Agenda 21 meant in 1992 for the environment.[2]

The Agenda 21 for culture is the first document with worldwide mission that advocates establishing the groundwork of an undertaking by cities and local governments for cultural development.

President Obama’s E.O. 13575 is designed to begin taking control over almost all aspects of the lives of 16% of the American people. Why didn’t we notice it?  Weinergate.  In the middle of the Anthony Weiner scandal, as the press and most of the American people were distracted, the President Obama created something called “The White House Rural Council” (WHRC).

Warning bells should have been sounding all across rural America when the phrase “sustainable rural communities” came up. As we know from researching the UN plan for Sustainable Development known as Agenda 21, these are code words for the true fundamental transformation America.

The CLEAR Act:  A pre-planned and pre-written bill; one just waiting for that golden opportunity to magically appear, will seize all water rights, coastal and in-land. Article:  EPA and Corps plan to seize control of all water – by Mike Opelka, May 30, 2011

A full scale attack by EPA and the Army Corps of Engineers to take control of all water from any source whatsoever is under way.  What these agencies are attempting is an end run around water and land rights.  These agencies are constructing regulations and fictional jurisdictional control.  We cannot depend on our courts or the federal government to reign in and control these agencies as they are both privately owned corporations that masquerade as public service agencies.  While congress may express their concerns about the police state actions being constructed, they have no authority or power to dictate what these agencies do under private contract law.

While these agencies may be empowered unlawfully on the federal level, it is YOUR GOVERNOR who opens the door and allows them access inside your state.  It is YOUR GOVERNOR who decides which privately owned corporate state agency  will contract with these agencies allowing them access.  Without this agency to agency corporate contracting…..the EPA, FDA, USDA, and the Army Corps of Engineers have no authority inside the geographical boundaries of your state.  After you write to your federal representatives who most likely will ignore your comments, pay a visit to your governor and demand that he or she deny the EPA and the Corps access to your state.

We can stop them right at our state lines but it will require you to get up and do something!

Eminent Domain has been used throughout the nation to employ a technique whereby the State can request the sacrifice of personal property in the name of “the greater good.”  Generally there has been some semblance of attempting to hide the collectivist nature of Eminent Domain by properly compensating landowners for their loss.  However, a small town in New Jersey sets the stage for a new form of Eminent Domain where private land can be seized — in perpetuity — with zero compensation.  Under the guise of environmentalism, the town of Kingwood is a prime example of a Communist-style land grab which is at the heart of a global move toward the restriction of personal property rights.

SALT LAKE CITY – The state of Utah filed a lawsuit Friday against the federal government over an Obama administration plan to make millions of acres of undeveloped land in the West eligible for federal wilderness protection.

Utah Gov. Gary Herbert called the plan a “midnight ambush.” He agreed that wilderness areas deserve protection but said the federal policy circumvents state efforts to determine what areas should be deemed wilderness and whether it would harm Utah’s economy.

Herbert, a Republican, said he hoped Alaska, Idaho and Wyoming would soon join the lawsuit. The three states also have Republican governors. A spokesman for the Wyoming attorney general’s office said the state is considering its options. Idaho Gov. C.L. “Butch” Otter also planned to review the lawsuit.


It’s a complicated subject and there are many differing opinions on what it means to the average person. But do not be intimidated by the compexity.

If a guy in a government car pulls up and announces, “Hi, I am from the government.  I am here to help!”.  Grag hold of your wallet, hide your wife and kids, let loose the dog and find your rusty old shotgun!

Remember Ruby Ridge.  Remember Waco.  Remember Katrina.  Remember the Gulf of Mexico.  Take information from as many sources as you can and make up your own damn mind!

White House Defends Continuing U.S. Role in Libya Operation

WASHINGTON — The White House, pushing hard against criticism in Congress over the deepening air war in Libya, asserted Wednesday that President Obama had the authority to continue the military campaign without Congressional approval because American involvement fell short of full-blown hostilities.

In a 38-page report sent to lawmakers describing and defending the NATO-led operation, the White House said the mission was prying loose Col. Muammar el-Qaddafi’s grip on power.

In contending that the limited American role did not oblige the administration to ask for authorization under the War Powers Resolution, the report asserted that “U.S. operations do not involve sustained fighting or active exchanges of fire with hostile forces, nor do they involve U.S. ground troops.” Still, the White House acknowledged, the operation has cost the Pentagon $716 million in its first two months and will have cost $1.1 billion by September at the current scale of operations.

The report came one day after the House Speaker, John A. Boehner, Republican of Ohio, had sent a letter to Mr. Obama warning him that he appeared to be out of time under the Vietnam-era law that says presidents must terminate a mission 60 or 90 days after notifying Congress that troops have been deployed into hostilities, unless lawmakers authorize the operation to continue.

Seven Republican candidates took part in the first New Hampshire Republican presidential debate Monday June 13th 2011, on CNN.

The debate included questions from journalists, audience members and voters at gatherings across the state, which will hold the first presidential primary next year. Romney is the heavy early favorite in New Hampshire due to his time as governor in neighboring Massachusetts.

Moderated by CNN’s John King, the debate covered major domestic and foreign policy issues including economic policy, deficit reduction and the wars in Iraq, Afghanistan and Libya. Answers illuminated key differences between the candidates.

In case anyone is really interested in my position on the important issues debated,

The really interesting thing to note is the spin put on the debates by the primary host, CNN.  At one point, they published a poll on national television that had only 52 responding to support the following results …

Frankly, I dont really know for sure if the reason we are seeing increasing evidence of rampant police brutality is because of the proliferation of easily affordable video equipment or if there has been an escalation of such activity on the part of the police. 

What I do know is that incidents of police activity that one would normally associate with a third world banana republic seem all too common.

My hope is that such activity does not become the accepted new normal.

If such activity becomes the accepted norm, we get what we deserve.

And as a followup, just what is the “status quo” here in the United States of America that the police are protecting?

Jose Guerena, 26, a former Marine, was sleeping after the graveyard shift at Asarco Mission mine about 9:30 a.m. when his wife woke him saying she heard noises outside and a man was at their window. Guerena told his wife to hide in a closet with their 4-year-old son, his wife has said. He grabbed an AR-15 rifle and moments later was slumped in the kitchen, mortally wounded from a hail of gunfire.

For about five minutes after Guerena was shot, his wife stays on the phone trying to explain what happened and asking for an ambulance.

This is absolutely unacceptable behavior on behalf of the Toronto police department in Canada. We have seen this type of provocateur behavior before from police, but this is point blank crazy.

The defenseless woman gets pounded with a teargas shell.

This premeditated police action seems to be more that an outright criminal assault on Peaceful Assembly, it is a Military Operation to CONDITION ALL OF US that this type of Police Action is acceptable or even worse, justified.

If anyone was to take that kind of action (against the police), that would be considered attempted murder, because a blunt force bullet at that distance has been documented to kill people.

This clearly is also a Military Operation that has been underway for years now, in that people who peacefully assemble are putting themselves in harms way – possibly being killed for no apparent reason.

On Saturday, June 4th, 2011 eight ‘shire-based activists were arrested while at a pro-police accountable rally outside the Manchester, NH PD. The event was held due to the beating of one man and the shooting death of another man by “authorities” in the past few weeks.

The arrests and theft of activist property (cameras and phones) that happened underscores the need to communicate the simple, but powerful concept that badges don’t grant extra rights.

$75,000 Investigation Exonerates Police As They Kill Again and Kari Abbey Faces Murder Charges

The investigative report, issued by a Palo Alto based lawyer, which cost tax-payers $75,000 (on top of the nearly $100,000 for police accreditation), concludes that there is not a problem with rampant police brutality or corruption. The report issued by Robert Aaronson claims that the series of emails issues about ongoing brutality are unfounded, based largely on interviews with police officers. He also cites the shooting death of Francisco Moran, claiming that officers shot Moran in order to protect “his family members and themselves,” only later discovering that the weapon he was pulling from his pants was in fact a spatula.

Aaronson’s “suggestions” for the community are as follows. He claims that most escalations of force are largely the result of failures by the public to respond and comply with police commands. As he states, “The vast majority of law enforcement uses of force…are in response to a stated or perceived refusal to cooperate.” Thus, according to Aaronson, it is the fault of those shot and abused in encounters with the police who are to blame, not the police and the system that gives them power.

Today, average Americans have less power relative to the monolithic corporate and governmental institutions that dominate our society than at any other point in U.S. history.  Sadly, this is not what our founding fathers ever envisioned.  Our founding fathers established a government “of the people, by the people, for the people”, but what we have today is very far from that ideal.  In America today, wealth and power are very highly concentrated, and if you have neither wealth nor power than most of our politicians really do not have any interest in you.

Over the past several decades, those with huge amounts of money and power have been busy rigging the game so that the rest of the money and power slowly but surely funnels into their hands.  If current trends continue, the banksters and the corpocracy will eventually own it all.  Below you will find 29 statistics about extreme income inequality in America.  Sadly, most of these statistics will be out of date in a year or two because wealth and power will be much more concentrated by that time.

If you are a “Kool-Aid drinking Democrat” you are going to be really upset by this article.  If you are a “Kool-Aid drinking Republican” you are going to be really upset by this article.

Most Republicans have been brainwashed into believing that “capitalism” means cheer-leading while the big corporations hoover up money and power.

Most Democrats have no trouble with big corporations either because most establishment Democrats have been brainwashed into believing that large concentrations of power (whether governmental or corporate) are generally good.  Most Democrats just wish that big corporations were a little less greedy and were a little more “socially responsible”.

Today, the big banks, the big corporations and the federal government are all in bed with one another and it is average Americans that always lose out.

Our founding fathers tried to warn us about large concentrations of power.  They attempted to establish a very limited central government, they wanted to keep us free from the tyranny of the big banks and they were very suspicious of large corporations.

In a 2010 article, Rick Ungar noted that corporations were very seriously restricted in the early days of America….

    After the nation’s founding, corporations were, as they are today, the result of charters granted by the state. However, unlike today, they were limited in how long they were permitted to exist (typically 20 or 30 years), only permitted to deal in one commodity, they could not own shares in other corporations, and their property holdings were expressly limited to what they needed to accomplish their corporate business goals.

My how things have changed.

“Capitalism” is supposed to be about the empowerment of individuals and families and small businesses.

Instead, today “capitalism” has come to mean something completely different.
Today, the biggest, meanest concentrations of wealth devour everyone else with a big assist from the government.

Just think about the amount of power and money that Exxon Mobil or Wal-Mart has compared to the amount of power and money that an average American has.

Our society has veered very far from the egalitarian ideal that our founding fathers once hoped for.

The corporate giants are so powerful that it is next to impossible for small businesses to directly compete with them.

Many banks and corporations have become so big that the world literally cannot afford for them to fail.

For example, three U.S. corporations [6] control approximately 90% of the world’s grain trade.

The following are 29 statistics about extreme income inequality in America that will blow your mind….

1: In the United States today, the richest one percent of all Americans have a greater net worth than the bottom 90 percent combined.

2: The wealthiest 1% of all Americans now own more than a third of all the wealth in the United States.

3: The wealthiest 1% of all Americans own over 50% of all the stocks and bonds.

4: The poorest 50% of all Americans collectively own just 2.5% of all the wealth in the United States.

5: According to a joint House and Senate report entitled “Income Inequality and the Great Recession”, the top one percent of income earners in the United States brought in a total of 10.0 percent of all income income in 1980, but by the time 2008 had rolled around that figure had skyrocketed to 21.0 percent.

6: Between 1979 and and 2007, the average household income of the top 1% of all Americans soared from $346,600 to $1.3 million.  During that same time period the average household income for middle class Americans increased only slightly.

7: According to Harvard Magazine, 66% of the income growth between 2001 and 2007 went to the top 1% of all Americans.

8: More than 3 billion people, close to half the world’s population, live on less than 2 dollar a day.

9: According to a new report from the AFL-CIO, the average CEO made 343 times more money than the average American did last year.

10: The number of “low income jobs” in the U.S. has risen steadily over the past 30 years and they now account for 41 percent of all jobs in the United States.

11: Since 1979, real median weekly earnings for high school dropouts has declined by 22 percent.

12: During this economic downturn, employee compensation in the United States has been the lowest that it has been relative to gross domestic product in over 50 years.

13: Half of all American workers now earn $505 or less per week.

14: Since the year 2000, we have lost 10% of our middle class jobs.  In the year 2000 there were about 72 million middle class jobs in the United States but today there are only about 65 million middle class jobs.  Meanwhile, our population has gotten significantly larger.

15: Ten years ago, the United States was ranked number one in average wealth per adult.  In 2010, the United States fell to seventh.

16: According to one recent study, approximately 21 percent of all children in the United States were living below the poverty line in 2010. In the UK and in France that figure is well under 10 percent.

17: Today, one out of every four American children is on food stamps.

18: It is being projected that approximately 50 percent of all U.S. children will be on food stamps at some point in their lives before they reach the age of 18.

19: According to Moody’s Analytics, the wealthiest 5% of households in the United States now account for approximately 37% of all consumer spending.

20: The number of Americans that are going to food pantries and soup kitchens has increased by 46% since 2006.

21: The U.S. poverty rate is now the third worst among the developed nations tracked by the Organization for Economic Cooperation and Development.

22: Approximately half of all American workers make $25,000 a year or less.

23: The wealthiest 1% of the earth’s population controls 39% of the wealth.

24: It is estimated that over 80 percent of the world’s population lives in countries where the income gap between the rich and the poor is widening.

25: One year after the recent financial collapse the top 25 hedge fund managers earned a total of approximately $25 billion.  That breaks down to an average of $1 billion each.

26: Bill Gates has a net worth of somewhere in the neighborhood of 50 billion dollars.  That means that there are approximately 140 different nations that have a yearly GDP which is smaller than the amount of money Bill Gates has.

27: It is estimated that the entire continent of Africa owns approximately 1 percent of the total wealth of the world.

28: The top 0.01% of Americans make an average of $27,342,212.  The bottom 90% make an average of $31,244.

29: 58 percent of the members of Congress are millionaires while only about 1 percent of the general population is made up of millionaires.

So what is the solution?

Well, our liberal friends insist that the solution to all of this inequality is to tax the rich and to distribute the wealth to the poor.

Well, there are three major problems with that.

Number one, when you raise taxes too high you eliminate the incentive to work hard.

Number two, when you make it too easy to depend on government handouts you create an underclass of economic parasites.

Number three, the big corporations and the ultra-wealthy have become masters at avoiding taxation no matter what the rates are.

Today, 59 percent of all Americans receive money from the federal government in one form or another.

Yes, there will always be those that cannot help themselves and we should always have a “safety net”.

But when you look around it doesn’t take a genius to figure out that things have gotten completely and totally out of control.

Right now, an all-time record 44 million Americans are on food stamps.

Back in 1965, only one out of every 50 Americans was on Medicaid.  Today, one out of every 6 Americans is on Medicaid.

The U.S. government is even handing out billions of dollars to homeowners that are delinquent on their mortgages.

This is not a formula for long-term economic success.

When people get addicted to government checks they never want to stop.

But this is not what the poor need.

What the poor need are good jobs that pay good wages.  Unfortunately, we keep shipping millions of those jobs overseas.  So now the Chinese economy is thriving and our formerly great manufacturing cities are turning into hellholes.

Handouts do not give people hope, dignity and a future, but jobs can.

What U.S. corporations are able to get away with is absolutely amazing.

The following figures come directly out of a report by Citizens for Tax Justice.  These are combined figures for the tax years 2008, 2009 and 2010.

During those three years, all of the corporations below made a lot of money.  Yet all of them paid net taxes that were below zero for those three years combined.

How is that possible?  Well, it turns out that instead of paying in taxes to the federal government, they were actually getting money back.

So for these corporations, their rate of taxation was actually below zero.

20110604 – Dance Party at TJ’s Place

My news rant on The SmartScarecrow Show for June 2, 2011 included a video showing Russia Today personality Adam Kokesh being body slammed and arrested for his participation in a “Dance Party” protest at the Jefferson Memorial in Washington DC. 
It appears there is some obscure judge’s ruling, not really a law as such, just a ruling, that dancing at the Jefferson Memorial is “disrespectful” of the solemn nature of the place. 
Many considered the response of the police to be justified based on that ruling. 
Others considered it a clear cut case of overreaction, abuse of power and brutality. 
There are also first amendment issues to consider.
The word went out that as a means of showing solidarity and demonstrating “push back”, there would be a follow-up dance party at the Jefferson Memorial at noon on Saturday June 4th 2011.
The hope was that this event would draw a fairly substantial crowd and demonstrate to anyone paying attention that the violent abuse of peaceful protesters was not going to be tolerated by a large cross section of America.
As this event was being held so near me, I determined that I had no good excuse not to add myself to the numbers.
So my wife and I made the short drive, easily found parking and made our way to the Memorial.
The event did not appear to be very well covered by the media. 
I noted a truck belonging to local News Channel 8 in the parking area, but that appeared to be the only corporate media covering the event.
However, it seemed that nearly every person attending was prepared to act as a citizen journalist as there was more cameras at the event than at a pawn shop on a Friday night.
It was pretty obvious that the police had advanced warning of what was coming down and had plenty of time to make preparations.
The police presence was at the very least, robust.
I counted 8 US Park Police on horseback, a total of 12 Motorcycle Police, a SWAT unit that consisted of at least 6 members maybe more, and a contingent of blue shirts numbering maybe as many as 20, at least 4 of which were armed with fully automatic carbines.
If you happened to be a criminal operating in Washington DC that day, you were pretty much assured a free hand as it seemed most of the police in the nation’s capitol were otherwise occupied.
As far as the results of the event are concerned, I would call it a draw.
The protesters were permitted by the police to stage their act of civil disobedience for a predetermined period of time and were then peacefully ejected from the rotunda with only the most modest amount of pushing and shoving.
The police were in general restrained and very professional.
No skulls were cracked and no one was arrested.
The protesters got to dance in the rotunda of the Jefferson Memorial for a period of about 15 minutes then moved their demonstration to the steps of the Memorial for speeches and self congratulations.
All things considered, I think it was a well choreographed media event that both sides can point to with some pride.

Welcome to the Fourth Reich

The allies beat the axis powers in World War Two – But it seems the tyranny imposed by dictatorial regimes such as Nazi Germany we were taught about in  school has found safe harbor right in the US of A.

People all over the middle east and parts of Europe are in the streets sometimes peacefully, often armed and angry. 

It seems that in countries where “regime change” is desirable to US interests, the protesters get a pat on the head and quite often material support from the US.

However, when such protests occur in nations where “regime change” is not desirable to US interests, it is the oppressive regime that gets the pat on the head and material support.

It should be obvious to any thinking human being that the United States Government has no higher moral guiding principles in these actives other than short term tactical gains.

Such high moral principals as human rights, the right of a people to self determination and the right of people to expect their government to be responsive to the needs of people are paid lip service when it suits short term gains but are cast aside like dirty socks when inconvenient.

If you think that the protests in Egypt, Tunisia, Syria and Libya that Hillary Clinton admires would be tolerated here in the US of A, think again.

If you still think you live in the land of the free and home of the brave, think again.

If you still think you have the right to peaceful protest or to demand redress of grievances from your government, guess again.

In the United States of today, if you express views the current regime finds objectionable, you may be subject to treatment as a terrorist.

You should certainly expect even the most simple forms of civil disobedience to be met with levels of force that would be the envy of Nazi Germany.
